Invitation for Bids (IFBfor Procurement of Customer Biometric Servers, Fingerprint Scanner Devices and Relevant Software/Hardware for Mutahid DFI (Five Lots)

IFB Ref. No: MISFA/AFP/G34

1. The Microfinance investment Support facility for Afghanistan (MISFA) has received a Grant from International Development Association (IDA) toward the cost of Access to finance project, and it intends to apply part of the proceeds of the grant to payments under the Contract for Procurement of Customer Biometric Servers, Fingerprint Scanner Devices and Relevant Software/Hardware in Five Lots for Mutahid DFI, Kabul Afghanistan against ICB No.: MISFA/AFP/G34.

2. MISFA now invites sealed bids from eligible and qualified bidders for this Procurement as illustrated below:

Bidders must quote for the entire quantity of complete Lot/Lots. Bidders who do not quote for entire quantity will be treated as non-responsive.

3.  Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Procurement Guidelines January 2011, revised July 2014; Procurement under IBRD Loans and IDA Credits & Grants, and it is open to all bidders from Eligible Countries as defined in the mentioned Guidelines.

4. Interested eligible bidders may obtain further information from Procurement Department, Microfinance Investment Support Facility for Afghanistan and request for Bidding Documents at the address given below during office hours from Sunday to Thursday from 8:00am to 4:00pm.

5.         Qualifications requirements include:

(a)     Financial Capability

The Bidder shall furnish documentary evidence that their annual turnover is more than 1.2 times of the price of their bid, in the last three years. Alternatively, they shall include a letter from a reputed bank indicating their financial status which shall include their ability to perform the contract of magnitude equivalent to the quoted price.

(b)    Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

  1. Bidders must provide evidence of having executed at least one contract of supply of similar equipment with similar or larger magnitude within the period of last five years. The list of supplied equipment shall include:
    • Name and address of Purchaser with email address/phone no. 
    • Contract number and date.
    • Equipment/items ordered/supplied with their respective quantities.
    • Scheduled delivery date and actual delivery date.
    • Details of Complaint, if any, received from the purchaser about the performance of the Equipment/items.
  2. The bidder/supplier must have:
      • The equipment offered for supply must be of the most recent series models incorporating the latest improvements in design and must have been in satisfactory operation for a period of 12 months as on the date of bid opening;
  3. The bids of bidders quoting as authorized distributer/ dealer reseller meeting with the above requirements in full can be considered only if:
      • The manufacturer/ authorized distributer furnishes authorization in the prescribed format assuring full guarantee and warranty obligations as per GCC Clause 28.1;  

6.  Bids must be delivered to the address below at or before 02:00 PM (Kabul local time) on March 23, 2021Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 02:00 PM (Kabul local time) on March 23, 2021. All bids must be accompanied by a Valid Bid Security of an amount mentioned in Para 2 above in Afghani or an equivalent amount in a freely convertible currency.

7.    Prospective Bidders are requested to participate in a Pre-bid Conference, which will be held on March 07, 2021 at 02:00 PM (Kabul local time) at MISFA office: House # 195, Esmat Muslim Street, Shahre Naw, Kabul, Afghanistan
